According to IPR, Dr. Ahmad Vahidi, the interior minister, by granting a decree, appointed Mahdi Nobani as the mayor of Bandar Abbas.
This mayoral decree says:
Based on this decree, and withvthe implementation of the Article 1, on the responsibilities and Islamic council elections and at the suggestion of the Islamic council of Bandar Abbas, I appoint you the mayor of Bandar Abbas. By having in mind the goals of the Leader and the revolution"s second step declaration, you are cordially advised to tackle tge following aims and policies by selecting capable and responsible managers.

- commitment to the principles and criteria of Islamic-iranian architecture and development of religion and ethics symbols.
- creating identification to the features of tge cities and strengthening the constructions.
- observing the trust, belief, capability.
- crystylizing the procedures and identifying the corruptive checkpoints and fighting against them.
- simplifying, hastening and discipline in providing services to the citizens and full coverage of urban services.
- fair distribution of services, facilities and a fair look at the depressed population.
- attention to the youth"s capability، women"s affair, altruists, the elderly and the disabled.
- drastic attention to the stable development and protecting tge environment and improvement of the city green area.
- increasing the exuberance and spiritual, cultural and social virtue.
- special attention to the improvement of religious and cultural centers, and propagation of Islamic norms.
- glorification toward the society and gaining the public trust.
- gaining people participation and innovation and creation in service-giving.
- mutual cooperation with the national and local officials to boost capable urban management.
